§ 2-174. Powers and duties.

  • The powers and duties of the county administrator shall be to:

    (1)

    Direct and supervise the administration of all county officials and departments for which the council is responsible, or may hereafter be responsible, including specifically the construction, maintenance and operation of all county roads, bridges, drains, buildings and other public works, and the care and maintenance of all personal property owned by the county; the administration of personnel policies, purchase of all supplies and equipment, finance, accounting, budgeting, payroll, auditing and any other administrative responsibilities necessary for implementation of the council's policies.

    (2)

    Appoint and when in his discretion the welfare of the county requires it, suspend, discharge, transfer or remove all employees for whom the council is responsible, excepting the county attorney and any assistants thereto, who are appointed directly by the council, subject to S.C. Code 1976, § 4-9-30(7), and the appropriation of funds by the council, but he may delegate to any department head such powers with respect to subordinates within the officer's department or office.

    (3)

    See that all ordinances, resolutions and orders of the council and all laws of the state subject to enforcement by him or by officers or department heads and subject, under this article, to his direction and supervision are faithfully executed.

    (4)

    Prepare and submit the annual budget and capital program to the council and to execute the budget and capital program adopted by the council, approving all disbursements and expenditures as budgeted and/or authorized by the council.

    (5)

    Confer with and assist the heads of all departments, such as the county health department whose missions are not under the direct control and supervision of the council, but who are dependent upon appropriations of the council for their continued operation.

    (6)

    Confer and advise with all other elected or appointed officials of the county who are not under the immediate control of the council but who receive financial support from the council, such as probate judges, magistrates, solicitor, sheriff, coroner, tax collector, auditor, treasurer and the like.

    (7)

    Examine regularly at periods fixed by the council the accounts, records, and operations of every county board, commission, department, office and agency which received appropriations from the council, to make regularly, monthly reports to the council on county fiscal and other affairs; to keep the council fully advised on the financial conditions of the future needs of the county; and to make such recommendations on county affairs as he deems necessary for the efficient county.

    (8)

    Submit to the council at the end of each fiscal year a complete report on the finances and administrative activities of the county for the preceding year.

    (9)

    Carry into execution such other powers and duties as may be prescribed from time to time by the council.

    (10)

    Act for the county in attesting and certifying official documents as provided for in section 2-38.
